for the launch. they're carrying intercepter missiles. a maritime self-defense force vessel arrived at ishiyaki equipped with surface to air missiles. the flight path could take it over those waters. sdf personnel are employing the system in the event they need to shoot down any debris. personnel will take similar precautions around neighboring miyako island. they'll send destroyers to the area. the ships are equipped with the aegis missile defense system. personnel can use the technology to track projectiles in space. >>> the new leader of the chinese communist party is sending out mixed signals. xi jinping says he wants to pursue a peaceful foreign policy. at the same time, china is locked in territorial disputes with japan and several southeast asian nations over islands in the east and south china seas. xi told a group of foreign academics in beijing that china poses neither a challenge nor a threat. >> translator: looking at china's history, cultural traditions, and current conditions, china will never adopt a policy of dominance or expansionism. our prosperity will bring peace

17th. in japan, government leaders have ordered self-defense forces to be prepared to shoot down any debris from the rocket. the defense minister passed on that order to sdf commanders. >> translator: for the day of the rocket launch, we ordered the sdf to intercept any missile debris from a north korean rocket. we are preparing in accordance our defenses in accordance with that order. >> officials believe it will fly southwest okinawa's main island. they're deploying surface to air missiles throughout the region. prime minister yoshihiko noda held a national security meeting with his ministers. he approved the order for the sdf to mobilize their missile defense systems and shoot down any debris. this will be the third such order issued by the government. the last time was in april, when north korean officials launched another rocket. it blew up less than two minutes after liftoff. >>> authorities in japan have given the all-clear to people living along the northeastern coast. they lifted a tsunami warning and advisories issued after a strong earthquake shook the region. analysts say

. japanese defense officials say they learned of the launch from u.s. missile warning systems around 9:51 japan time. it was confirmed around 10:01 by self defense forces radar which then tracked the rocket. the ministry says it decided not to fire its patriot defense missiles because the rocket was confirmed to pass over okinawa toward the pacific ocean. the officials say there was no possibility of debris falling on japanese territory. south korea's defense ministry says the rocket that north korea launched on wednesday could have reached as far as the u.s. west coast. >> translator: the rocket launched today must be a long-range missile with an estimated range of about 10,000 kilometers. >> kim said the launch was aimed at furthering the development of intercontinental ballistics missiles. the launch had officials scrambling to catch up. north korean authorities announced monday they were extending the launch window by a week because of problems. south korean officials said their intelligence suggested a delay. they said north korean crews removing the missile from a launch pad poss

spotted the plane thursday morning and reported it to japan's defense ministry. it was about 15 kilometers south of the uotsuri islands. part of the senkaku island chain. the minister says eight f-15 fighters from the air self defense force based in okinawa were dispatched in response. but when they arrived the chinese plane had already left japanese airspace. the coast guard photo of the chinese aircraft shows letters on the plane's body indicating it belongs to china's state oceanic administration. the defense ministry says this was the first such intrusion by a chinese aircraft since the self-defense forces began keeping records. the coast guard says the plane was initially spotted around 10:40 a.m. local time. coast guard officials confirmed the intrusion at 11:06 and the plane moved out of sight four minutes later. the coast guard vessel radioed a warning to the aircraft not to enter japanese airspace. the aircraft responded that it was flying over chinese territory. also on thursday, four maritime patrol boats intruded into japanese waters off the senkaku islands. >>> the japanese go

-- approved a key defense bill saying the territory is covered by the u.s.-japan security treaty. the senate approved the authorization act for fiscal 2013 and sets the framework for the defense budget and has been amended to state the u.s. acknowledges they administer the senkaku island and states they take no official position on the sovereignty of the territory. the bill also reaffirms the u.s. commitment to japan under article five of the bilateral security treaty. that part of the treaty says the american military will defend japan in the event of an attack. the senate stance is identical to thest u.s. government's official position on the senkaku islands. analysts say the bill could send a strong message to the government on this issue. >>> as we mentioned earlier the typhoon that hit the philippines is taking a toll. rachel ferguson is here with the details. >> hi. yes. bopha is now located to the west of the philippines, having moved across the islands. it's still a typhoon, so still a very potent system. winds are sustained at 126 with gusts at 180. so it hasn't changed much
